Decision is process of self-presenting (being aware of-) several solutions to a single problem (problems can interact with other problems, but that's outside of the current scope), and selecting a single solution over the other ones, based on finite state machine model (there are many more models, like rational model or bounded rationality model, not discussed here). Not every problem has a solution, every solution can introduce at least one new problem (possibly many more), one solution can be better or worse than others, and lastly, incorrect solution may be selected due to deficiency of model, actor or decision process.
Problem: How to sort solutions based on some score associated with predicted consequences of that solution? If we do that, it's easy to select quality of solution based on traits of the agent that's making a decision. How valid it to predict those consequences, because that also takes into account agents traits? Set of values should be taken into account while doing any of the steps above. If you think about gamblers, mothers who make adult content, hikikomoris, psychopaths, you'll see that this problem isn't simple at all...
